1. A non-reflexive partner function is sent from C4C to S/4HANA Cloud via a webservice message e.g. SH 1234567 is sent to Customer 7654321
2. The new partner function is added instead of overwriting the existing partner function e.g. SH 1234567  is added to the Customer 7654321 instead of replacing the SH 7654321

There is no way to overwrite an existing self-reflexive Partner Function with a new one when sending data from C4C to S/4HANA Cloud. The reason for this is that C4C does not support self reflexive partner functions and as such there is special coding in S/4HC which add the self-reflexive partner functions when a message is recieved from C4C, as such the new partner function is added in addition rather than as a replacement.
