3080453 - Different fallback strategy logic between ECC and S/4HANA

During actual costing,  in case the quantity of the "Cumulated Stock" is zero or the determined price becomes negative, the system calculates the actual price using different fallback strategy logic between ECC and S4HANA.

e.g.

In ECC, system calculates the actual price using standard price in current period instead of V price in previous period.

However, in S/4HANA, system calculates the actual price using V price in previous period instead of standard price in current period.
