3082673 - CNG Key Isolation Service Dependencies

Symptom

Because disabled "CNG Key Isolation" service, installation of SQL Server failed.
In addition, when enable "CNG Key Isolation" service after the installation completion, the problem does not occur, but SQL Server cannot start when disable this service.

In other words, should this service be always enable?
