3082787 - ABAP dump with oracle error ORA-04036

Symptom

The following ABAP dump happens during an SQL query:

Category               Installation error
Runtime Errors         DBSQL_SQL_ERROR
Except.                CX_SY_OPEN_SQL_DB
Date and Time          23.07.2021 13:50:10

 Short Text
     SQL error "SQL code: 4036" occurred while accessing table "SOPR".
 What happened?
     Database error text: "SQL message: ORA-04036: PGA memory used by the instance exceeds PGA_AGGREGATE_LIMIT"

The Oracle alert log shows also:

ORA-04036: PGA memory used by the instance exceeds PGA_AGGREGATE_LIMIT

and sometimes heavy swapping is logged in the alert log too:

WARNING: Heavy swapping observed on system in last 5 mins.

Heavy swapping can lead to timeouts, poor performance, and instance eviction.
