Excel file for Rules (for example, for Territory Management) does not get uploaded using the Upload button even for small rule set.

Reproducing the Issue
- Open the relevant Decision Table for the rules.
- Click the Upload button.
- Select the Excel file from your local system.
The Excel file is inconsistent and so the system falls into an infinite loop until it times out. The other Excel sheets (for example, Input Help) must not be modified.
- Download current rules.
- Copy the data into the new downloaded Excel file.
- Upload the updated Excel file.
