All were checked from KBA Troubleshooting all login issue for SAP SuccessFactors HXM Suite and 2425735 - Troubleshooting SuccessFactors Login Issues - Guided Answer still encountered the issue.

Reproducing the Issue
Login to customer's instance via any of the following:
- SSO
- PWD
- support access
Cause
As per engineering team, the database table "PRIMARY_ASSIGNMENT" is not created successfully during instance creation.
Resolution
Engineering team added the missing table "PRIMARY_ASSIGNMENT" in the customer's instance database
