3085199 - Through Rate is not determined on FO even though main carrier has agreement and rates maintained

• We see that the through rate is not picked up on a rail freight order.
• We have a default route maintained, with two stages and two executing carriers respectively.
• Only one of the carriers has a valid agreement and a rate table that has a rate from the first to last stop on the freight order.
• However on performing 'routing', there is an error that the other carrier doesn't have an agreement. And for the first carrier, system looks for the stage rate which doesn't exist.
• During charge calculation, there is error:
