Can future dated compensation information be access from one time payment object?

SAP SuccessFactors HXM Core 

• Create Rule on one time payment and deduction
• Try to access comp info future dated record

It can be accessed only if exact event date for employee has been passed.

There is no end date available to select as condition so there is no way to retrieve the same. This is limitation you can raise an enhancement for the same.
