3086014 - Workflow not triggered - Mitigation for start within application failed (workflow not started)

Symptom

While triggering and managing some workflow in app Manage Preliminary Billing Documents(F2875) and Manage Preliminary Billing Document Workflows (F4274), workflow is not triggered successfully with below error shown in back-end workflow platform.
