3086618 - Application error on submitting New Hire Data Review with data updated during Internal hire

Update some data in New Hire Data Review but application error occurs and Internal hire is restarted.

SAP SuccessFactors Onboarding

1. Click on New Hire Data Review for a internal hire candidate
   
2. Go to Job Information and update some data
3. Click on Save and Confirm
4. Error message pops up as below

The event reason selected while updating is configured in event-transfer rule to publish a transfer event in Job Information.

Since the transfer event is once again published the crossboarding workflow is restarted to create a new one and the previous one is cancelled.

But the New Hire Date Review step has not been completed yet in the previous workflow by that time so application error occurs.

New record has been inserted to the candidate's profile then crossboarding got triggered. Hence, the data should not be updated during crossboarding.

When updating the job history, please select an appropriate event reason which would not re-publish crossboarding event.
