When trying to open a certain configuration activity (for example, "Define Sales Document Types"), an error messages appears: "App could not be opened either due to an incorrect SAP Fiori launchpad configuration or a missing role assignment".

Relevant business catalogs are needed to enable a certain configuration activity. If relevant business roles with the needed business catalog are not configured to the business user, the error will occur.
In this example, for the configuration activity "Define Sales Document Types", the business catalog SAP_CA_BC_IC_LND_SD0_PC (Sales - Configuration) is needed.

Please configure the business user with the business role which contains the business catalog SAP_CA_BC_IC_LND_SD0_PC (Sales - Configuration). Or configure the business catalog SAP_CA_BC_IC_LND_SD0_PC (Sales - Configuration) to one of the existing business roles of the business user.
