3087766 - Change Your Email screen is allowing to send verification code to existing email address

Symptom

The "Change Your Email" screen (included in the ProfileUpdate screen-set) allows a user to change the current email address to receive a verification code.  When the user enters an email address that is already registered, a verification code is emailed.  After entering the verification code, the error message "Unique identifier exists" is displayed.
