3088228 - UI Theme Designer 1.64 on Cloud Foundry and new permissions to edit custom CSS and publish themes

Symptom

Starting on UI Theme Designer version 1.64, new permissions are required to publish custom themes and to edit custom CSS.

Two different issues will occur for users that only have the Theme_Editor role:
1. The user will not be able to publish themes as the "Publish" button on the home page and the "Save & Publish" button under the "Theme" menu are not displayed;
2. The user will not be able to edit custom CSS under the "CSS" tab or even see the CSS tab - if the custom theme has no CSS yet - as shown on the below screenshots.
