Purchase requisition with account assignment and without special stock indicator is displayed in app Monitor Stock/Requirements List even if the available quantity is empty.
However, such PR is not displayed in Monitor Material Coverage app.

SAP S/4HANA Cloud 

Monitor Material Coverage app is not exactly the same as Monitor Stock/Requirements List.
Monitor Material Coverage app is the demand view and not a comprehensive overview of all documents.
If an order has no demand it is not relevant and therefore will not be displayed.

For such MRP elements, it is recommended to use the Monitor Stock/Requirements List app instead.
