Within the User Setting configuration there is an option 'Enable User to choose the Class Time Zone display'

If the checkbox for 'Enable User to choose the Class Time Zone display' is selected, then the User has the ability to select the 'Always display Classes in this Time Zone' option within the User Options and Settings.

However if this checkbox is not selected, then the user cannot make any updates to the 'Always display Classes in this Time Zone' option
