3089200 - Tasks tile are not appearing to candidate in To Do - Onboarding

Candidate cannot see some tiles, for example Personal Date Collection tile, or Offboarding tile in Homepage while all permissions are in place.

Today is not included in the period of showing pending to-do items.

1. Go to Manage Home Page > To-Do Settings > General Settings
2. Update "Show pending to-do items starting ___ days before they're due"
