3090815 - Data services applications crash after upgrade

• After upgrade after opening the Data Services Management console, Client, and other applications will error and close
• Applied SAPnote 2880394 - Data services Designer crashes and unable to configure a job server in year 2020, but error remained.
• Designer Client Error: "Cannot establish DB Connection BODI-1112175"
• Batch job execution fails with : "Exception thrown when attempting to communicate to jobserver : port"
• Designer Error log and Batch Job execution logs will have the following error: 
   REP-100114: Cannot retrieve <Maximum Version> for repository object <>. Additional database information: <Cannot retrieve <Language Object Version> from the repository. Additional database information: <SQL submitted to Oracle Server <> resulted in error <ORA-03113: end-of-file on communication channel Process ID:  Session ID: Serial number: >. The SQL submitted is <select GUID, VERSION, OBJECT_KEY from AL_LANG where GUID = '' order by VERSION DESC >.>.>.
