3092309 - Allow Local Changes from ‘No’ to ‘Yes’ in a control(or vice-versa)

Symptom

It was noticed that, subprocess and control have allow local changes as "No" which makes them referenced objects from Central control. It is required to make the 'Allow Local Changes' value to "Yes".
