3092632 - Primary DB is still in the "not recovered" state - SRS

Symptom

After OS patching and complete shutdown of PRIM and STDBY Hosts, the standby OS is not booting and have to start the Primary side apart from standby Relations.

The Primary was already promoted to Primary and set to active. Now the Primary DB is still in the "not recovered" state.
