3093321 - [Onboarding] Auto restart of the crossboarding process

When changes are done to any data like start date on the employee profile in the first step of crossboarding it automatically restarts the crossboarding and the first step has to be done again.

SAP SuccessFactors Onboarding 

1.  Login to instance and open any user Employee profile.
2.  Try to update the data like start date on the employee profile  and crossboarding first step gets auto restarted 

Repeated publication of transfer events can result in crossboarding process restarts. Ensure, that customer does not qualify data changes as transfers.

Below are the two solutions to this problem. 

1. Ensure that the transfer event is not published for data changes done in the data review step. Choose the event-reason for such changes as DATA_CHANGE. This can prevent the repeated publication of the transfer event

2. Else, modify the "Initiate Internal Hire" rule such that the crossboarding process is not created for multiple transfers.

Data changes should not be inserted with "Transfer" event reason. This is the cause for repeated restarts.
