Typically you use the exactly same configuration for WebAssistant in Dev and Prod.
As long as you use the same configuration in both systems,
if you publish in DEV instance, it will be available in PRD instance.

For the SF Dev system and SF PRD system, they load the same content from same server. 
With WebAssistant Content you have two stages: published and unpublished. 
As soon as you publish the content, all users can see it.
There is no need to transport it.
