3098090 - Stuck in phase MAIN_NEWBAS/PARRUN_CONF_REFCHAR during S/4HANA conversion

Symptom

S/4HANA conversion (update) via SUM, phase MAIN_NEWBAS/PARRUN_CONF_REFCHAR is stopped.

In SAPupConsole.log you can see the following entries:

Checks after phase MAIN_NEWBAS/PARRUN_CONF_REFCHAR were negative!
Last error code set:

And in PHASE_PARRUNG.ELG log file similar entries are shown:
