Can we prevent user (e.g. minor/underage) from creating candidate profile?

We cannot restrict user from creating candidate profile. The requested information when creating a profile are name, country, phone number and email address. As long as the candidate is able to provide these information and agreed to terms and condition (DPCS), the profile can be created.
