3100032 - Rep Agent cannot start due to lack of memory then materialization fails - SRS 16.0

• HADR is configured with multiple databases participated in replication.
• When materializing databases, the HADR setup (setuphadr) may fails with message below:

Waiting 10 seconds: Before checking if Replication Connection 'xxx.xxx' is suspended with dump marker...
Waiting 10 seconds: Waiting for the DSI connection to be suspended with dump marker...
Waiting 10 seconds: Before checking if Replication Connection 'xxx.xxx' is suspended..........Fail
