3101519 - HANA Database License error System locked; license is invalid or expired

After performing restore of the database its observed HANA alert temporary license about to expire.

After creating new permanent license and installing via HANA Studio the following error appears:

System locked; license is invalid or expired

The result from system view M_LICENSE (executed via command line hdbsql tool 'SELECT * FROM M_LICENSE')

shows the system number and installation number are 'unknown'.

Nameserver trace shows error:

e Licensing        qx_license.cc(00032) : setting local license failed: 'exception 6999001: Failed to install a permanent license
