3103557 - Custom richText field doesn't display the editing tools in the Job Application as it does in the Job Requisition - Recruiting Management

When creating a custom richText field in the Job Application doesn't show the same tools it does in the Job Requisition page, instead, it shows as a regular field from the Recruiter perspective.
