3104343 - Receive 404 error for all BI applications after upgrade or java servers (eg APS, WACS) run with errors / failed

• Attempts to repair installation or redeploy result in the same error
• examining the stderr.log reveals application failures

• Accessing any of the BI web applications (eg /BOE/BI, /BOE/CMC, /biprws) results in a HTTP 404 Not found error
• JAVA based servers (eg APS, WACS) may be in running with errors, or failed state
  The error message is the same in the APS logs:
  The jurisdiction policy files are not signed by the expected signer!
