3106174 - How to activate creation of change documents for in-process characteristics in QE51N?

Symptom

It is required that change documents are created when characteristics in status 2 (Processed) and 3 (Valuated) are changed in results recording transaction (for example: QE51N).

Indicator 'RR change docs' is active for the inspection characteristic, but in this case change documents are only created when editing such characteristic, which was already closed (status 5).
