3107496 - Multiple system error message: AIF_PRE <> User is locked | Message ID - Q2X

Symptom

In the transaction SM21 (System Log) you are getting several error messages like:
DATE TIME Application_Server DIA 045 200 <USER_NAME> @5D\Qhigh priority@ Q2X AIF_PRE 0A5033C25E5160F4B64201AD User is locked; notify the person responsible
DATE TIME Application_Server DIA 049 200 <USER_NAME> @5D\Qhigh priority@ Q2X AIF_PRE 0A5031EDC77260FA860A0028 User is locked; notify the person responsible

How to troubleshoot this issue and identify what user is locked?
