3107951 - VSR Optimizer - Error Creating Model - Stop <GUID> with unknown calc base '0'

Symptom

The VSR optimizer run fails during automatic planning via TC and background report and returns "Error Creating Model".

In the log, there is error entry similar to:

<e> <timestamp> tm_tor_dict.cpp(372) 'MsgMgr' Stop <GUID> with unknown calc base '0'

You already checked SAP Note 2723815 - Troubleshooting "VSR Optimizer: Error Creating Model" error in SAP Transportation Management for guidance and implemented proposed 3046633 - Flexible calculation base for pick-up and delivery windows - follow-up but the issue remains.
