Standard Quick Action is visible for all users even for those who do not have permission to access.

In the Latest Home Page Quick Action implementation, all users of the home page will see the same list of quick actions that are enabled in the instance. Even when a user may not have permission to use such action, for example, to recognize someone for a spot award, the user is still seeing the action icon. The user may only find out that she or he can't really use this action after clicking on the action icon.

Note: MDF and Target User Permissions are currently not supported today for all quick actions.
