3110478 - Time in VBAP-ERZET is different from the time in change log

Symptom

Adding an item to sales document, the time recorded in VBAP-ERZET is different from the time in change log(CDHDR-UTIME).

This is because the value to fill in VBAP-ERZET and change log are using different logic. 

This article is to explain the difference between these two values, where they come from.
