3112074 - Tomcat and SIA are not starting or responding after an upgrade [cannot load hsdis-amd64.dll]

Scenario 1: After an upgrade from BI 4.2 SP06 to BI 4.3 SP01 patch 600

• SIA is not starting.
• Tomcat is not responding. Although Tomcat shows as running but is not responding after install finishes.
• Tomcat work folder is not getting generated.
• The sizes of either of sapjvm bin folder, tomcat bin folder and lib folder are different when compared to a working server.
• Tomcat is not responding (part of original issue) and this is being looked into.
• Below errors are seen in BI 4.x install logs (setupengine.log) and tomcat stderr logs as well:

• The symptoms are also similar to kba 2621159 - Tomcat not getting started after update  - but applying this KBA was not enough.
• Other symptoms such as APS servers failing after installation are seen as per KBA 2500156  and 2312254 

Scenario 2: BI 4.3 SP4 Patch 5 upgrade completed with errors:

• Numerous hs_err_pid*.log files, javaw*.log files, InstallDU-*.log and UninstallDU-*.log files are seen in Install/update log folder.
• Below errors are seen in BI 4.x install logs (setupengine.log), hs_err_pid*.log files, javaw*.log files:
