3113222 - Error "No countries and no mode-of-transport categories could be determined" when creating sales order

Symptom

A Sales Order via BAPI_SALESORDER_CREATEFROMDAT2 can not be created due to message:

No countries and no mode-of-transport categories could be determined
Message no. DG439

The same error might occur also when a user tries to approve a workflow for the sales order.
