3113772 - Error "ORA-01882: timezone region not found" when connecting Oracle DB in SAP Cloud Integration

Symptom

You have iflow configured to connect Oracle DB in SAP Cloud Integration. There is following error happens when connecting to Oracle DB:
org.springframework.jdbc.CannotGetJdbcConnectionException: Could not get JDBC Connection; 
nested exception is java.sql.SQLException: ORA-00604: error occurred at recursive SQL level 1
ORA-01882: timezone region not found
