It could happen that the Solution Manager collective note (e.g. 3030796) gets updated and a new version is created.
If the new version do NOT contain a coding change but only a change of the description, the status in SNOTE is kept on "completely implemented" though the new version was only downloaded.
If there is more than one system in your landscape (e.g. DEV -> PRD Solution Manager) which are only delivered by transports the status cannot be updated in these subsequent systems.
