Symptom
The rule context setting is not being respected.
- When the rule context is set to 'No', the rule still triggers.
- The behavior is observed for direct reports, even though the expectation is that the rule should not apply in this case.

Resolution
This is the system’s expected behavior.
The Rule Context only applies to the user who is directly undergoing the change. For example:
- If you configure the Rule Context to exclude Termination UI, the rule will not trigger when the manager is terminated.
- However, updates that occur for the manager's direct reports (such as changes triggered by Termination, Position Change, or Global Mobility) will not follow this context restriction and may still trigger the rule.
