Is it possible for the candidate to successfully get hired, without being in 'All documents submitted' state?

A candidate can be hired without being in 'All documents submitted' state. It is configurable in Super Admin > Process Configuration. What determines if a candidate can be hired is the "Ready to Hire" flag. This flag can be in one of the three possible steps of any process in Super Admin.

If for example the "Ready to Hire" flag is on step 1, at this point candidate can be hired although the process is not complete.
