3116928 - Password for 'SYSTEM' does not work in PREP_EXTRACT/SUMASK phase

Symptom

During upgrade with Software Update Manager (SUM), password for DB User 'System' does not work in phase PREP_EXTRACT/SUMASK
In  CHKSYSPWD.SAV, you can see below error

EXECUTING C:\usr\sap\<sid>\SYS\exe\uc\NTAMD64\brconnect.EXE -u -c -f dbstate -RDB 
BR0801I BRCONNECT 7.40 (44) BR0280I BRCONNECT time stamp: 2021-11-08 22:13:06 
BR0262I Enter database user name[/password]: 
BR0280I BRCONNECT time stamp: 2021-11-08 22:13:08 
BR0301E SQL error -28001 at location db_connect-3, SQL statement: 
'CONNECT SYSTEM/**********@<sid>' 
ORA-28001: the password has expired 
BR0310E Connect to database instance <sid> failed
