3123965 - ROE Workbench doesn't open and shows TIME_OUT dump

Symptom

You are trying to open ROE Workbench but the program only keeps loading. After some time, the loading can also end up with a TIME_OUT Runtime error (DUMP).

This issue only happens in a Concurrent Employment environment.
