3124648 - Cannot build custom Fiori Client provided by Kapsel SDK

Symptom

Failed to build custom Fiori Client with error message:

http fetch GET 404 https://registry.npmjs.org/@sap-kapsel%2Fde.appplant.cordova.plugin.printer 64ms (cache skip)

Running command node.exe create_fiori_client.js config.json gets errors like:

Error: exec: npm WARN using --force Recommended protections disabled.
(node:44856) Warning: Accessing non-existent property 'android' of module exports inside circular dependency
(Use `node --trace-warnings ...` to show where the warning was created)
Failed to fetch platform cordova-android@~9.0
Probably this is either a connection problem, or platform spec is incorrect.
Check your connection and platform name/version/URL.
Could not determine package name from output:
