3125043 - OTR/DTR message fails due to error 'Product &1 of item &2 is unknown' or 'Location &1 (type: &2) does not exist'

Users are testing a side-by-side integration scenario between SAP ERP, SAP S/4HANA, and the SAP TM component embedded in an SAP S/4HANA system.

As a prerequisite, master data is replicated from the source system (such as an ECC system or an SAP S/4HANA system) to the target S/4HANA TM system.

When receiving the transactional data like OTR/DTR, the message IntracompanyTransportationRequestRequest_In fails due to the error 'Product &1 of item &2 is unknown' (/SCMTMS/TRQ 139) or 'Location &1 (type: &2) does not exist' (/SCMTMS/MSG 012) 

However, users can find the corresponding master data via tcode MM03 (material), BP (Business Partner), and /SCMTMS/LOC3 (Locations) in the S/4HANA TM system. Why does this error occur?
