3125699 - Error loading config file when testing ADS logical destination on Web Service navigator

Symptom

When testing ADS SSL connection for Webdynpro Java scenario by testing logical destination SecureConfigPort_Document on Web Service navigator, the following error or a similar error occurs after clicking 'Search' button: 

"Cannot connect to https://<java host>:<port>/inspection.wsil, used user to connect: adsuser HTTP Message : <--Localization failed: ResourceBundle='com.sap.exception.io.IOResourceBundle', ID='Could not create SSL socket:java.lang.IllegalArgumentException Error loading config file: java.net.UnknownHostException: xxxxxx', Arguments: []--> : Can't find resource for bundle java.util.PropertyResourceBundle, key Could not create SSL socket:java.lang.IllegalArgumentException Error loading config file: java.net.UnknownHostException: xxxxxx".
