3126434 - SCMON Inactive in Solution Manager

You are trying to activate SCMON in your Solution Manager system   

You have validated your pre-requisites for both Solution manager and the managed system as per SAP Note: 1828848 - Usage & Procedure Logging and ABAP Call Monitor: Technical prerequisite (UPL/SCMON).

Although your systems meet the pre-requisites for the ST-PI SCMON down-port, Solution Manager is defaulting to UPL.

You have already tried to rectify the issue with KBA's:

3006056 - UPL/SCMON Prerequisites are incorrect

2973438 - In CCM UPL is activated for a managed system instead of SCMON
