3126496 - sapsso cannot unlock sa login

Symptom

  • exec sp_locklogin sa, 'unlock' raises message

    You must have the following permission to execute this command/procedure:
    'manage any login'.

  • sp_displaylogin sapsso  output shows that sapsso is assigned the sso_role
       
  • Granular Permission is not enabled. The user enables it and tries to issue 'manage any login' permission

    1> grant manage any login to sapsso
    2> go
    Msg 16325, Level 15, State 43:
    Server '<SID>', Line 1:
    Cannot GRANT/REVOKE permission 'MANAGE ANY LOGIN'. Verify that the
    granular permissions option is enabled.
