You must have the following permission to execute this command/procedure:
'manage any login'.
- sp_displaylogin sapsso output shows that sapsso is assigned the sso_role
- Granular Permission is not enabled. The user enables it and tries to issue 'manage any login' permission
1> grant manage any login to sapsso
