Cause
Standard Behavior.
Resolution
Extensibility in Project Budget/Cost Report - Overview (Hierarchical Apps) is not supported as that is technically not offered from the Analytical Framework on which these apps are built.
The services that are enabled through the custom field are for the Project Budget Report - Line Items, the custom fields can be found there.
