Symptom

HANA XSA installation/update fails with PSE error.

hdblcm.log:

Starting step: Configure UAA SAML Trust within a tenant
Configuring trust relationship to the DB <XXX>
ERROR: com.sap.xs2rt.installation.util.InstallationException: FAILED to configure trust relationship to the database 'XXX': Could not update or create SAML trust: SAP DBTech JDBC: [5652]: PSE has no other provider
