3130539 - Connection Pool Exhaustion when sending outbound requests to SCPI/CPI via outboundservices

Symptom

When sending outbound requests to SCPI/CPI with default setting below, and with enough requests time out after 5000ms, connection pool will be exhausted and no further requests can be sent to SCPI/CPI any more.

outboundservices.request.execution.timeout.millisecs=5000
outboundservices.httpclient.max.connections=10
outboundservices.httpclient.connections.connectionTimeout=20000
