3132060 - Dialog Structure Pane missing from Payment Cards Maintain Procedures / Define account determination procedure in SAP S/4HANA 2020

Symptom

In S/4 Hana 2020 version (S4CORE 105), when you run transaction SPRO and navigate to:

 Sales and Distribution / Billing / Payment Cards / Authorization and Settlement / Maintain Clearing House / Account Determination / Maintain Procedures

and then select "Define account determination procedure", you notice that the left pane which displays Dialog Structure is missing: 

The expected one should be like this:
