3132143 - Unexpected behaviors when initiating crossboarding via importing employee data

When trying to initiate crossboarding via importing employee data, some behaviors are unexpected.

For example, it failed to trigger crossboarding for some records.

As per mentioned in the implementation guide, currently it is only supported to initiate Internal Hire or Crossboarding process via Employee Central, Recruiting and External applicant tracking system. Other methods are not supported.
